1. BISHOP MICHAEL’S WELCOME
Bishop Michael made reference to the Third Annual Investiture of New Members to the ODNW on November 6th. In his view the event was extremely successful and he made mention of the four current DC members who were awarded the ODNW for 2011: Jennifer Dezell, Roger Farrier, Dana Bowman and Ian Robertson.
Bishop Michael said that he is noticing when he travels around the diocese that members of the Order are present in church wearing their medals and not only is this is an honour for the member it is an extraordinary honour for their parish to have an ODNW member or members in their community.
Bishop Michael also spoke about the Honorary ODNW awards that were given to the Diocese of New Westminster’s external council, George Macintosh QC, Ludmilla Herbst and Tim Dickson who represented the diocese superbly in the recent years of litigation.
Archbishop Rowan Williams has followed-up and recently sent +Michael a letter suggesting two possible candidates for the Interim Ministry position at St John’s, Shaughnessy.
It has been 40 years since the establishment of Roman Catholic/Anglican dialogues. +Michael contacted Archbishop Michael Miller of the Roman Catholic Archdiocese of Vancouver about setting up a combined clergy day and he agreed. So that will take place November 30th.

The Bishop made one small change to the minutes and the minutes were accepted with that one correction

6. ACTION –FOR DEBATE
6.1 North Vancouver deanery – Leadership financial support
The Rev. Andrew Wilhelm Boyles introduced his co-presenter Delayne Sartison of St. Clement’s, Lynn Valley who is a member of the North Vancouver Regional Council.
Delayne pointed out to DC that the material in their package containing the precis and motion is straight-forward and detailed but that she would make a few comments for clarification and emphasis.
Delayne further explained the role that the Venerable Lynne McNaughton will play in the ongoing development of the North Vancouver Regional Ministry Team.
This is a key component in moving forward with something that is quite new, the implementation of a regional plan.
The Reverend David Price asked if there was a plan in place to have some relief for Lynne as she would be the Incumbent of a Parish, (St. Clements), the Archdeacon of Capilano and now the Ministry Team Coordinator / Adult Education and Spiritual Formation Coordinator. He was concerned about the potential for burnout. Delayne explained that other current members of the regional clergy team take added responsibilities for different areas of ministry and St. Clement’s parish is used to Lynne being busy elsewhere during her time as Priest-in-Charge at St. Clare-in-the-Cove.
The Regional Council itself consisting of the clergy serving in the North Van Deanery is a support system in itself.
As someone who worships in a North Van church, (St. Agnes) the Chancellor remarked that North Van is very well-suited to this kind of ministry innovation. He recalled that as Chair of the last St. Agnes' Vestry meeting this subject was discussed in some detail by a number of people and as he listened he became more convinced that this is a good direction to go and a good direction for the church in general. He pointed out that one of the advantages of North Van is the close proximity of the parishes and relative ease of travel between them.

Diocesan Council moved IN CAMERA
8.1 FINANCIAL STATEMENTS
Diocesan Controller Mark Beley guided DC through the Executive Summary of the Financial Statements and reported that income was as expected and expenses are a little higher than planned.
Mark went on the inform DC that he had just received the October numbers from our brokers and diocesan investments had gone up about 3%.
Treasurer Ian Robertson pointed out that some of the investment instruments need to produce a return of 4 – 5% and we need to keep an eye on those investments in terms of budget planning for next year.
8.2 COMMUNICATIONS COMMITTEE REPORT ON RETURNING PARISHES
Committee Chair the Rev. Paul Strudwick and Randy Murray, Communications Officer summarized the CommComm strategy for an increased communications presence regarding the returning parishes. Paul and Randy presented DC with plans involving, information gathering and sharing with people now worshipping at the parishes.
A major consideration is establishing a web presence for the returning parishes and how that can be achieved with optimum results. The new ideas will be used in the coming weeks to communicate Advent/Christmas worship and event information more broadly to the parishes themselves and to the catchment areas.
The congregations are small but they are energetic and enthusiastic.
Chancellor Cadman suggested that as this is a situation that is unique, CommComm and the Executive Officers would welcome ideas and suggestions from DC members and beyond.
8.3 care+share
Douglas Fenton supervised the distribution of the 2012-2013 care+share brochures and summarized the history of the diocesan flow-through compassionate service giving program. He listed the five recipients for 2012-2013 and informed DC that the predecessor program GEM is currently receiving $80,000 per year with very little marketing. With a more intentional approach and such excellent offerings under the care+share umbrella the future of this initiative is promising.
That concluded the business of DC and the meeting was adjourned at 8:30pm
